I'll just say these three are my three favorites (with a few alternates included), rather than worry about what best means.
Surfer Girl Wonderful (60s Smile version) Let the Wind Blow
With strong competition from Our Sweet Love, All I Wanna Do, Warmth of the Sun and Kiss Me, Baby (as well as those mentioned in the first post and many others)

In this selection I defined a ballad is a song for slow dancing...therefore I chose all early lush harmony numbers. There are really too many to pick any three.

I hope someone says Cabinessence. Though the whole song isn't a typical ballad, I buy into the whole "Sitting in a log cabin with the one you love and talking".
This is also the track I think would've crushed all opposition had the album been released. It's so bizarre and unusual.

Thought about Let Him Run Wild but not sure if it qualifies as a ballad - a lot of BB stuff is sort of slow-mid tempo stuff rather than rockers. Those three wil do nicely though...
