The answer is simple: SMiLE didn't come out because Brian didn't want it to. Smiley Smile came out because Brian wanted it released.

It's even more weird and abstract than the original SMiLE sessions!  For as much as there is written about SMiLE, I can't seem to find much about the making of Smiley Smile.

I do not accept the premise.  SMiLE's cancellation was due to Brian.  The release of Smiley Smile illustrates this.
