She says bands like Queen and The Beach Boys taught her that "the world wasn't quite so flat"

Pretty damn cool!

It's coming.  Soon Brian will be cool to listen to again, and kids are going to discover the 70's BB's stuff like they discovered the Beatles about 15 years ago (when I was in high school) .

It was like that in 1995. Unfortunately, Imagination hurt him a lot.

Well, that's the problem with all the focus going to Brian!

If The Beach Boys as a band/collective were given more credit, the weight of their legacy wouldn't rest so much on Brian's shoulders alone. Mike and Bruce's "Beach Boys" have a certain kitsch value that is easy to enjoy and would appeal to irony seeking hipsters whereas whatever Brian does is treated with such a fawning seriousness that can be a bit unappealing for the uninitiated.

It's always happening, just with different sets of people (with bigger boosts coinciding with major reissues...).

Not that much. You still had Peter Buck and Sean Lennon touting it. The touring starting in 99 and the Pet Sounds live shows in 2000-2002 made up any lingering AC hurt.
