This is (1) a Canadian release, and (2) looks like a budget-type compilation.  (Budget by Canadian standards - their CD prices, like in the UK and EU, are even more artificially inflated than ours). What would the new stereo mixes be?  There are perfectly good stereo mixes, including newer ones, on the "Utlimate" CD, including the new-ish stereo 45 mix with sleigh bells of "Merry Xmas Baby."

It's up on Spotify.  From the Beach Boys' Christmas Album, the Dick Reynolds big band songs are in stereo, the rock band songs are in mono.  So they appear to have used whatever masters were used for the 1991 reissue of the Christmas album.
