Looks like it was taken from the video feed at a summer shed show.  I'm not sure how many generations old that footage is.   It looks pretty bad for something relatively recent.

The 1998 pro-shot video with David Marks and with Matt Jardine still in the band is from a May 1998 private/corporate gig for Toyota employees.

They were technically not cleared yet to call themselves the Beach Boys. I think at one point during the video you can see Bruce unbutton his shirt and display a "Beach Boys" t-shirt underneath. I'm sure Al would have been sued into oblivion (on top of all the other lawsuits) had he done that on stage in 1998 or 1999 with his band.

I'm sure that's one of many reasons Brian and Al would turn down such an offer. It would have been beyond insane to waste another reunion on a low-profile, lip-sync (to an over-autotuned Mike solo recording) job, at a b-list event on a b-list cable network, at an event presided over by an unhappy, unpopular politician.

As I said in another post, imagine the Beatles reuniting in 1976 and choosing to lip-sync to a Lennon solo re-recording of "I Want to Hold Your Hand", and doing it on a local TV station.

I sense that, in general, Brian and Al may well not appreciate being "invited" for a one-shot deal to play in their OWN band.

Zesterz, I agree. I know he has his own gigs with the Surf City Allstars (they're great, especially with Dean Torrence), however, I think Dave deserves some more high profile gigs. He could slide into Brian or Mike's band seamlessly, as he's done over the years.

It looks like that clip of Eichenberger was posted on Mike's (relatively rarely used) official YouTube channel. So it's not like the footage "leaked" or anything. It also appears to either be a raw tap of an in-house video feed, or something cobbled together from a couple of sort of "semi-pro" video camera shots.

The only recent Mike tour item that was worth trying to capture was that pro-shot charity gig that was uploaded for a short time late last year. I tried to get someone to figure out a way to save and capture it for posterity (the typical "web tools" for trying to save that sort of stuff weren't working), but it appears nobody was able to capture it. While the band sounded tired and ragged, it was the first *full* pro-shot Mike show to be seen in eons, and was a good/accurate document of his tour/band.

Interestingly, in the video Mike introduced a song by saying "we have a new album out..." and then proceeded to play "All The Love in Paris"..

Thank you! This era is quite confusing to me as I haven't read "The lost Beach Boy" and neither Ian and Jon's book (there is still so much other non Beach Boy stuff I want to read before I can even think about those books). I had in my mind that Dave came back after Carl died and Al was dismissed.
So if you say that a show with Carl and David is the rare thing, then in theory this Baywatch performance could've been such an occasion as Carl was still active in the touring group and was there for part of the Baywatch shootings (as well as Brian). The question would be if the show that was seen in the episode was part of a whole concert or just those three songs. Neither Carl nor Brian were on stage for the shown performance, so I guess they also weren't around for any other possible part of the show. It would be a stupid decision to use only footage without the Wilsons as especially Brian's involvement was hyped prior to the airing.
It would also be interesting to know how and why David got there. He is only seen on stage and doesn't get a mention - it should be noted though that the only Beach Boy whose name is mentioned in the whole episode is Mike. David is also not in the scene at Mike's house where Mike, Al and Bruce (plus some bikini clad blondes in their 20s  Roll Eyes ) present Mitch (Davied Hasselhof) the "new" song they are working on ("Summer in paradise").

Carl wasn't a part of any of the "concert" elements of that "Baywatch" episode, for whatever reason.

The only instances I know of as far as Dave and Carl both being on stage post-1963 would be the hand full of the random BB concerts over the years (described loosely in "The Lost Beach Boy"; mainly taking place in the 80s and 90s) where Dave would sit in near the end of the show for a song or two. As described in the book, Dave would sometimes even demur and forego *that* level of participation.

It's definitely worth picking up "The Lost Beach Boy", where the Carl-Al-Dave 1997 musical chairs are described in as much detail as is currently available publically. Contrary to popular belief, according to that book, Dave was not brought in later 1997 to stand in for Carl. According to the book, Mike was actively seeking Dave out in 1997 (while Al and Carl were still touring) with eye towards Dave replacing *Al*. It just so happens, apparently, that the timing weirdly shook out so that right as Carl had to take time off from touring in August of 1997 (at that time not assumed to necessarily be a permanent situation), Dave was ready to join up.

The band did a few gigs in August/September after Carl's departure with just the three-man lineup of Mike, Bruce, and Al.

Some of Mike's side band ("California Beach Band") gigs were mixed in around this time.

When the "Beach Boys" tour ramped back up near the end of September 1997, Dave was on board. Al was still in the band at this time. As described in the "The Lost Beach Boy", and in a classic "Spinal Tap" type moment, Al apparently simply wasn't told that Dave was back in the band. He literally just continued to notice that Dave kept showing up for gigs, and was playing the entire gig. It didn't take Al long to figure out that this wasn't like past instances of Dave sitting in for a few songs, etc. As described in the book, he confronted Dave, found out Dave was actually fully "back" in the band, and apparently immediately knew that this meant it was "all over"; Al likely knew at that stage that his days were numbered. Al knew more about why Dave was there than Dave did, again according to the book.

It appears the Mike-Bruce-Al-Dave lineup did more shows through September/October/November of 1997.

Carl passed away in February 1998, and Mike (along with sometimes Bruce and Dave) was sporadically doing side gigs before and after that date, usually as "California Beach Band." This also included a pre-game "Super Bowl" lip-synched performance in January 1998 with Bruce, Dave and others, and without Al (and obviously Carl who was days away from his death).

Al also played at least two gigs in 1998 as well, after Carl's death, apparently gigs that he had already contracted to do. These I believe were in April/May 1998.

Matt Jardine was still in the touring band at this time, and did some gigs in 1998 after Al was no longer in the band.

Without Al in the band and after Carl's death, Mike-Bruce-Dave first continued to book gigs as "California Beach Band", and I believe it was around July of 1998 that Mike obtained (a then non-exclusive) license to tour as "The Beach Boys", which he did with the Mike-Bruce-Dave lineup until July of 1999 when Dave left.

And we of course likely know how the lineups shook down after that point.
