Really *any* sort of serious attempt to make up for it would be nice. Even if they didn't want to pay out actual money, they could have at least offered a more lavish set of comps than a friggin' steak dinner.

I *would* have some level of misgivings visiting the place if they have malfunctioning machines. It's not just a matter of getting one's hopes up and then having them dashed. A malfunction could theoretically keep someone from an actual legit jackpot up to whatever their jackpot limit is.

It's a variation on Comma 22. It the machine works as designed, you are screwed by design. If it doesn't, it's "malfunctioning" and you are screwed anyway.
