I am familiar with RSS feeds, but am unsure of what they do. Aren't they meant to be a record of each new addition to a website or something like that?

Yes, and they are an easy way for people to keep track of favorite web sites and boards while they are not actually viewing those sites.  When they see a topic that interests, they click, and they go to the site.

What I'm testing is using quotes in the title.  They are showing up as " instead of " in some places.
