At least the track names seem to all be Capitol-owned tracks; it's possible it's just a weird international compilation. The listing actually reminds me of the weird mish-mashes Capitol and their "Special Markets" label used to do in the 80s for albums like "Golden Harmonies" and "For All Seasons":

I don't think the Tower Records website ever went away; somebody bought the name for online use when most of the chain went out of business.

The famous Shibuya high-rise Tower store in Japan is still there as I recall. It's poignantly featured in this documentary:

They still have a number of shops here in Japan, even though they're decreasing pretty rapidly.
