The "SMiLE" lettering is deliberately stolen. But I think you're right that it does not relate to the Brian or the Beach Boys. I've seen a few versions of this shirt -- one in person on a New York subway rider. They're all pretty much the same, and they all relate to some group's "Keep America Beautiful" campaign.
