Damn.  It must have been recorded at just the right time, where Carl's situation was making news and the writers wrote it into the show.  Talking about obscure!

The draft issue with Carl happened in January 1967, so either it was a total coincidence or unrelated. That is, if the September 1966 airdate is correct, but still the episode would have been written months earlier. Quite a coincidence, though.

I'm guessing that in late 1966, there was probably more than one guy named Carl Wilson living in the USA.

Still, Being born in 1946, he would have had to register at 18, so he could have been drafted at any point after, say 1965. Does anyone know the exact date he was drafted, as opposed to the time he went before the board?( presumably som time after his notice); so isn't it possible that the writers in Hollywood( I'm presuming that's where they were) would have known of him and could have written that script with him in mind?

Carl was arrested for evading the draft backstage at the April 26th, 1967 Long Island gig after refusing to attend his draft board in LA on January 3rd the same year. He missed the first show of the European tour (Dublin, May 2nd) because his bail was being sorted out.

Next question.  :)

Which of course proves that the witers couln't have been thinking of Carl Dean Wilson when they wrote the script?
Nah, I'd say your guess is as good as mine.
>> "In 1966, during the Vietnam war, Carl Wilson received notice that he was being drafted into military service and was ordered to report for duty on January 3, 1967." <<
The Carl Wilson from Green Acres could be anyone, as you stated, but being a LA created program, and Carl being well known in the  area, I'd say it's just as safe to argue they were thinking of "our" carl. ( tho it doesn't really matter, I suppose)
Perhaps someone can track the script writer(s) and ask them?

Given the state of mid-60 US TV sitcoms, I'd seriously doubt that the writers knew who The Beach Boys were, much less Carl.
