Yeah, I'd guess that's just a collector, and one from the pre-CDR days, so would probably be the 90s. The heady days of tape trading.
Back in the 90s I used to go to local flea markets and these hippie dudes would sell boot cassettes for $5 each, and they looked just like this. One-color grainy, resized photo copies of old LPs or CDs as insert art. Sometimes with spine art literally typed out on an old typewriter.
