I reject the premise on the fact that the instructions are neither proportionate to time or to hits. So yeah, I say that and the world stops spinning...

This would NEVER get released!
Mine isn't for release, it's for sending into outer space.
Ok, assuming then that this is a 20-song CD that's going to be blasted into space, here's the line-up i'd go with to grab those aliens' attention:
1. IN MY ROOM
2. DON'T WORRY BABY
3. CALIFORNIA GIRLS
4. THE LITTLE GIRL I ONCE KNEW
5. SHE KNOWS ME TOO WELL
6. YOU STILL BELIEVE IN ME
7. GOD ONLY KNOWS
8. HEROES & VILLAINS
9. GOOD VIBRATIONS
10. SURF'S UP
11. DARLIN'
12. FOREVER
13. LONG PROMISED ROAD
14. FEEL FLOWS
15. TIL I DIE
16. GOOD TIMIN'
17. BABY BLUE
18. RIVER SONG
19. WHERE I BELONG
20. SUMMER'S GONE
Nice. I think this would be my favorite compilation album track listing, if it was a real thing. My own choices for greatest hits would be nearly identical. But no surf songs and Don't Worry Baby as the only car song? Controversial!

Only 5 songs to choose from Pet Sounds and Smile?! Aghhh...
Should I go for the essentials or my personal favourites? I can't decide AHHHH
1. Their Hearts Were Full Of Spring
2. I Get Around
3. Girl Don't Tell Me
4. California Girls
5. Let Him Run Wild
6. Wouldn't It Be Nice
7. God Only Knows
8. Heroes and Villains
9. Cabin Essence
10. You're Welcome
11. Friends
12. Busy Doin' Nothing
13. I Can Hear Music
14. This Whole World
15. Cool, Cool Water
16. Just Once In My Life
17. She's Got Rhythm
18. River Song
19. Thoughts of You
20. Think About The Days
Not very consistent, but there it is. I kinda prefer to jumble up the chronology a bit to make the collection a bit more flowing.

Great list and I agree with them all, but you are missing a Hot Rod song. Since these songs are fairly short there is probably room here to fit Shut Down and/or Little Deuce Coupe, and I really think Fun Fun Fun (in mono) needs to be included, as well.
Edit: With all 3 added it is less than 65 minutes total time.
