Is this something Brian has been doing to spite Mike Love?

Personally, I think he didn't want Mike getting a penny from BWPS

Mike still has a writing credit on the BWPS version, I believe.

The Brianista Prayer

Oh Brian
Thou Art In Hawthorne,
Harmonied Be Thy name
Your Kingdom Come,
Your Steak Well Done,
On Stage As It Is In Studio,
Give Us This Day, Our Shortenin' Bread
And Forgive Us Our Bootlegs,
As We Also Have Forgiven Our Wife And Managers,
And Lead Us Not Into Kokomo,
But Deliver Us From Mike Love.
Amen.  ---hypehat

Asher wrote the verses, Mike wrote the other words ("I don't know whether she's ten feet ten," "Gotta keep those hummingbird vibrations happenin' with he," etc.).

Just to clarify, the BWPS version of "Good Vibrations" is credited to "Wilson, Asher, Love".

I figure it was decided it would be nice to include the alternate set of lyrics as a way to present the song in a new context  so that version could be associated with BWPS as a whole.

As much as I love BWPS (again, sometimes I think it's even better than Pet Sounds), I do loathe the "It's weeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeird" phrase...it just doesn't sound right. Just sounds to me like the "Asher" verses were just placeholder lyrics that never got polished up...

I think the "weeeeeird" part would work better if it had that crazy horse-whinny sax under it.

And that's the only way that sax would work too.

From what I've read, that's exactly what they were, although Brian today clearly doesn't share that opinion - in a interview with David Leaf in 2005, he said something to the effect of them being better lyrics than the original.  Of course, in the same interview he said the same thing about his current band over the Beach Boys.

Roger is right though, the only logical explanation is that they wanted something to distinguish the new recording from the old one, transforming it from a huge hit single to the coda of an entirely new work.  Trying to screw Mike makes no sense - if that was the intent, somebody sure botched it!
